Chop the onion, habaneros, tomatoes, and bell peppers.
You can use spices of your choice to steam the meat. Once it's ready, separate the meat from the broth.
Mix the groundnut paste in the broth until it's even. Add a bowl of water if it's too thick. Put the sauce on medium heat and cover it.
Once it's boiling, add the chopped vegetables.
Then add the tomato paste and stir the sauce.
Crush into the stew the bouillon cubes and stir.Add the dry herrings. Add the cooked meat and bay leaves. Stir and allow the sauce to simmer for 20 minutes.
Taste and adjust the salt.
